Why are interlational call rates usually cheaper for calling land lines than for mobile phones?

I’ve always wondered…while making international calls…its usually cheaper to call on a land line than to a mobile phone. While this holds true for many countries…again it is not true for some countries like U.S and France.
Why is that so? Is it deliberate politics? Or is it actually expensive. And why in select countries does it not matter at all?
