Countries hire their own people for jobs, particularly jobs that are focused on international relations or higher education. That means German companies & institutions hire Germans, French companies & institutions hire the French, etc. And for these type of jobs, they hire people with *at least* a Master’s Degree.
If you want to work abroad, you need to think first about work with American-based companies with offices abroad, and American-based institutions (government agencies and nonprofits that work overseas).
